Yes, these are artifacts. That scene was already bad in the DVD but became worse after deinterlacing. Some episodes have similar but not exactly the same problem (episode 01, 2:33 and 8:19).
Anyway, thanks a new encoding is better than old ones. Maybe it would be better in r2j dvd. Once I bought LDs from the japanese auction. Old school is basically cheap, like the old dvds, but the delivery cost a real penny. Japanese otaku rarely share anime goods (maybe never, greedy otaku).

634 episodes and 3 TV specials, two episodes from the first series are not available. You can check Wikipedia or aniDB for all Perman series and possible dubs.

@Tipota69 Could you possibly reseed "Daisougen no Chiisana Tenshi Bush Baby" (assuming you still have the files somewhere). I am looking to subtitle the series and the Japanese subs that come with your version would help me immensely.
